Tororo District Family Planning Budget Analysis 2020/21

Tororo district maintained its record of allocating more than 15 percent of its budget to health. The percentiles for FYs 2018/19, 2019/20 and 2020/21 were 19.5 percent, 15.8 percent, and 19.9 percent respectively. Its prioritization of FP is evidenced by the operationalisation of its 2020-2024 FP Costed Implementation Plan.

Mukono District Family Planning Budget Analysis 2020/21

Mukono District has seen a significant budget increase of 34.1 percent from UGX 5.097 Billion in FY 2018/19 to UGX 6.835 Billion in FY 2020/21. In addition, the overall health budget has increased from 12.1 percent to 14.1 percent. This notwithstanding, the overall district health budget allocations fall short of the 15 percent national target underscored in the Abuja Declaration.

Mityana District Family Planning Budget Analysis 2020/21

Mityana district has deliberately prioritised the health sector by allocating UGX 31.25 billion which is far above the Abuja Declaration commitment of 15 percent allocation. The Overall budget for health is approximately 26.6 percent of the district’s budget. This notwithstanding, a larger percentage of the budget only caters for recurrent wage expenditures at the expense of Reproductive Maternal Neonatal Care (RMNC), thus making it challenging for women of reproductive age to access family planning commodities.

KAMULI District Family Planning Budget Analysis 2020/21

Kamuli district is commended for allocating over 15 percent of the total budget to the health sector and for having sufficient stocks of contraceptives to meet the district needs. The overall district budget allocation was 20.6 percent for FY 2018/2019, 20.5 percent for FY 2019/2020 and 21.1 percent for the FY 2020/2021.

Uganda National Family Planning Budget Analysis 2020/21

The Government of Uganda has continuously improved its funding for health services. The health budget analysis indicates a growth of 7 percent from approximately UGX 2.6 Trillion in FY 2019/2020 to UGX 2.8 Trillion in FY 2020/21. Despite the budget increment, the change falls short of the 15 percent of the total annual national budget as proposed by the Abuja Declaration. Retrospectively, the overall health budget has reduced from 10.2 percent to 6.2 percent of the total annual budget in FY 2019/20 and 2020/21 respectively.
